A special panel titled “The Role of Institutional and Human Capacity in Rebuilding Process The Case of Syrian Arab Republic” was held on November 2, 2025, on the sidelines of the 41st COMCEC Ministerial Meeting. Participants from the public sector, academia, civil society, and international organizations came together to discuss the role of institutionalization and human capacity in Syria’s reconstruction process.

Dr. Mehmet GÜLLÜOĞLU, Vice President of Turkish Green Crescent Society; Prof. Dr. Habib AHMED, Sharjah Chair in Islamic Law and Finance at Durham University; Dr. Younes ABOUYOUB, Head of Governance and State-Building at the UN; El-Mansour VETEN, Executive Director of the Center for Humanitarian and Development Excellence of Qatar Charity contributed to the discussions as panelists with the moderation of Prof. Dr. Mesut ÖZCAN, Chairman of the Diplomacy Academy of the Ministry of Foreign Affairs of Türkiye.
