38th Ministerial Session of the COMCEC

The 38th Ministerial Meeting of the COMCEC was held under the auspices of H.E. Recep Tayyip ERDOĞAN, President of the Republic of Türkiye, on 28-29 November with the participation of over 500 delegates, 32 of which were Ministers, from 48 countries that are members of the Organization of Islamic Cooperation and 25 international organizations.

The Ministerial Meeting commenced on 28 November 2022 with the opening speech of the H.E. Recep Tayyip ERDOĞAN, President of the Republic of Türkiye. Following His Excellency President, respectively, OIC Secretary General Hissein Brahim Taha and the Heads of Delegation of Saudi Arabia, Nigeria and Brunei Darussalam on behalf of the three geographical regions of the Organization of Islamic Cooperation delivered their speeches. In addition, the Chairman of the Islamic Development Bank, Mr. Muhammad Sulaiman Al Jasser and the President of the Presidency of the Republic of Turkey Digital Transformation Office, Dr. Ali Taha KOÇ made a speech at the opening session. The launch of the COMCEC High Level Digital Transformation Program, whose preparatory work was completed at the meeting, was also held.

The theme of this year’s COMCEC Ministerial Exchange of Views Session was determined as “Effective Provision of Social Assistance and Socioeconomic Empowerment in accordance with the Effects of the COVID-19 Pandemic” in order to share experiences and discuss cooperation opportunities among member countries.

In the Ministerial Exchange Session, chaired by H.E. Vice President Mr. Fuat OKTAY, the Ministers stated that in line with the needs arising with the COVID-19 epidemic, increasing the diversity of social solidarity mechanisms in order to increase the effectiveness of social assistance, identifying those in need accurately and quickly, preventing duplication between different programs, Country experiences were shared on issues such as increasing the interoperability of programs, facilitating and making application processes efficient, and what could be done to increase cooperation among Islamic Countries on this issue was discussed.

The COMCEC 9th Annual Focal Points Meeting

The COMCEC 9th Annual Focal Points Meeting was held online on 13-14 October 2022. 140 COMCEC Working Group Focal Points and National Focal Points from 35 OIC Member Countries registered to the COMCEC Working Groups attended the meeting.

During the meeting, Focal Points discussed the latest developments regarding COMCEC Working Groups and COMCEC Project Support Programs and important issues related to COMCEC activities. Focal Points were also informed about the implementation of the COMCEC Policy Recommendations and their effective follow-up. The latest developments regarding TPS-OIC, OIC Arbitration Center and S&P OIC/COMCEC Investment Fund Projects implemented under the umbrella of COMCEC were conveyed to the participants by the COMCEC Coordination Office. In addition, the participants were informed about the basic principles, procedures and methods regarding the preparation and submission of project proposals within the framework of COMCEC Project Finance, and their questions about the project process were answered.

10th Call For Project Proposals

The CCO is calling for project proposals to be financed in 2023 in selected sectoral themes. Applications will be opened on October 1st and closed on October 31st, 2022.

Please kindly note that the Project Preparation and Submission Guidelines are revised and new features, including new activity types, have been added. Therefore, Project owners are kindly requested to review the Guidelines in detail.

19th Meeting of the COMCEC Transport And Communications WG

The 19th Meeting of COMCEC Transport and Communications Working Group was held virtually on October 11th, 2022, with the theme of “Economic and Social Impacts of Transport Infrastructures:  An Overview of OIC Member Countries”.

The representatives of 19 Member States attended the meeting. Furthermore, the representatives of the Statistical, Economic and Social Research and Training Centre for Islamic Countries (SESRIC), Islamic Development Bank (IsDB), The Islamic Corporation for the Insurance of Investment and Export Credit (ICIEC), Istanbul Grand Airport (IGA), İzmir Development Agency and COMCEC Coordination Office (CCO) attended the meeting.

The representatives of the Member States have shared their experiences, achievements and challenges regarding economic and social impacts of transport infrastructures in their respective countries. Furthermore, they have deliberated global practices for the assessments of economic and social impacts of transport infrastructures and key success factors and challenges faced in the OIC Member Countries. The meeting has mainly considered the findings of the research report titled “Economic and Social Impacts of Transport Infrastructures:  An Overview of OIC Member Countries” which has been conducted by the CCO. The meeting come up with concrete policy recommendations to be submitted to the 38th COMCEC Ministerial Session.

The 19th Meeting Of The COMCEC Agriculture WG

The 19th meeting of the COMCEC Agriculture Working Group with the theme of “Transforming Food Systems After Covid-19: Agricultural Knowledge and Information Systems in The OIC Member Countries” was held on October 10, 2022 in virtual meeting format.

Representatives of 17 member countries attended the meeting. Representatives of the COMCEC Coordination Office, OIC, SESRIC, SMIIC, ICCIA, FAO, and CACAARI (Central Asia and the Caucasus Association of Agricultural Research Institutions) also attended the meeting.

Member country representatives shared their experiences, achievements and difficulties on the food systems and agricultural information systems in their countries. Participants conveyed their thoughts on the aforementioned theme and exchanged ideas on the “Transforming Food Systems After Covid-19: Agricultural Knowledge and Information Systems in The OIC Member Countries”study determined by the COMCEC Coordination Office. Participants also listened to the findings of the research report prepared specifically on the theme of the Meeting.

The 19th Meeting of the COMCEC Poverty Alleviation Working Group (PAWG) was held on October 6th, 2022, in a virtual-only format with the theme of “Effective Social Assistance Provision and Socioeconomic Empowerment in the light of COVID-19 Pandemic”.

The representatives of 14 Member States, which have notified their focal points for the Poverty Alleviation Working Group, attended the Meeting. The meeting was further attended by the United Nations Development Programme (UNDP), United Nations Children’s Fund (UNICEF), OIC Standing Committee on Scientific and Technological Cooperation (COMSTECH), Islamic Chamber of Commerce, Industry and Agriculture (ICCIA), Islamic Development Bank (IsDB), The Statistical, Economic and Social Research and Training Centre for Islamic Countries (SESRIC) and COMCEC Coordination Office (CCO).

The Representatives of the Member States and International Institutions have shared their experiences, achievements, and challenges to understand how social assistance programs can function more effectively in the face of increasing poverty problems with the effect of the COVID-19 pandemic. Participants also listened to the findings of the research report prepared specifically on the theme of the Meeting.
